Broadly speaking, Vee is essentially what you get when you imagine an anthro version of an Eevee. As an anthro, he stands on two feet and is covered in lush, fluffy fur. As an Eevee, his fur is brown, with a particularly fluffy neck/chest fluff in creamy white.
What's different? Quite a few parts, enough to make him pretty distinguishable from many Eevee sonas out there. His hair is in dark chocolate brown, similar to the insides of his ears. His eyes are green. Perhaps a particularly notable feature is his tail, which is much longer than a normal Eevee, more resembling a fox.
He doesn't wear much at all, just a few accessories that are either utilitarian or cute. There's a belt carrying a random assortment of things — sometimes Pokéballs, although who knows if he truly has any Pokémon with him. There's a sling bag, serving basically the same purpose. He has a Pokéball-colored collar that he enjoys wearing for comfort. Rarely, he wears a lab coat just to emphasize his researcher nature.
Character and personality
Personality: Inquisitive, being adorable
Occupation/hobby: Pokémon trainer, adventurer/explorer, scholar/researcher
As a projection of myself, Vee has some of my personality, and some of my ideal traits. Vee is inquisitive and likes to explore. Both physically by adventuring to some place, and mentally by asking himself questions and seeking answers to them. For the same reason, Vee is very smart and intellectual, having a vast knowledge at the fields he study. Vee is very cute and adorable, and he loves to show it off. He's pretty shy around strangers though; he usually shows his chipper side around friends.
Vee's love of exploring means he is both an adventurer and a researcher. He tends to do some field work, asking some research questions which he then figures out by exploring out there.
As a Pokémon, he is adept at battling. His "team" usually consists of one Pokémon: himself. (That collar is his own Pokéball, or something like that.) His job of adventuring and researching does give him the advantage in battling prowess. He might get more Pokémon in the future, but it's something for future him to think about.
Forms
Vee's research in the past has allowed him to defy the laws of evolution. He can transform into several of his Eeveelution forms, including back to his Eevee form, at will. Each form has a subtly different personality, including a different name, species (obviously), and sometimes gender, but all of them are Vee.
I haven't fully fleshed out the forms, but here's a list of their names:
Jolteon form: Volt (he/him)
Leafeon form: Vale (he/him)
Sylveon form: Vega (she/her)
In the past, I used to have separate characters for the separate forms. They would later be merged into just one Vee. However, a few of these older characters lived on as characters in a D&D campaign I was in:

Biggest kinks: "Exhibitionism", encasement
If there's a unifying thing for his kinks, it's "exhibitionism". Although not (only) in the sense you might be familiar with.
First, yes, he wears nothing significantly covering him. He's adorable, after all! He thinks his lush fur is to be appreciated, not to be hidden under covering.
Moreover, he's also null, which means he has nothing between his legs. So even being a full-time nudist like this is, strictly speaking, not really indecent. Although he does occasionally flaunt his blank crotch as a tease.
But his love of being shown off extends far greater than that. Much, much greater. He loves being an art exhibit. There's no better way to be shown off than actually having the purpose of being shown off, is there? And that doesn't only mean nude modeling. He can be petrified into a statue, held inside a vacbed, or even encased in a pillar of clear resin; as long as it's to show him off, he loves it.
